Robert James Simmonds was Chairman of Murilla Shire Council from 1958 to 1971.

During his tenure as Chairman, the Miles Civic Centre, Council Chambers and Hall were constructed, Miles and Roma were linked by a bitumen road, and the bridge crossing the Dogwood Creek was named the R. J. Simmonds Bridge.
