Chairman Frank Edward Fry was the first Chairman of Tara Shire Council.
The first Tara Shire Council election was held March 30 1912, and resulted in the election of J. W. Bilton, J. F. Roberts, J. Payne, F. Milne, T. O. Smallacombe, A. Day, F. E. Fry, B. W. Benn, & H. M. Sara. The first meeting was held 10th April 1912 and Frank Fry was elected Chairman.
At the July 27, 1912 meeting it was moved that the streets of Tara were to be named after the members of the first Council, with Chairman Fry's name to be given to the main street.
